Circular Economy (CE) is an emerging alternative mode of production to the highly extractive and resource-intensive linear economy. Linear economy is the traditional mode of production which involves production, consumption and disposal, with no concern for the ecological impact. The end-of-life notion of the linear economy is replaced by the concepts of restoration and regeneration in the circular economy. There is extensive focus on using better-designed products, systems and models to eliminate waste from the design stage itself. CE focuses on constant reuse and re-utilization of materials and resources, minimization of waste at every stage and reusing the waste back in the economy. Governments and corporations all over the world are recognizing the drawbacks of linear economy and accelerating a shift towards circular economy models.
Hon’ble Prime Minister announced Mission Circular Economy on 15th August 2021 in his Independence Day speech. The 11 Committees submitted Circular Economy Action Plans for their respective sectors to NITI Aayog. NITI Aayog held extensive meetings in October 2021 and November 2021 with each nodal Ministry and its stakeholders to finalise its action plan with associated timeline. Action Plans for 10 Ministries have been finalised and finalisation of the Action Plan for Agricultural Waste is in progress. The Ministries and the relevant stakeholders for each sector are currently in the process of implementing the actions mentioned in the Action Plans. The finalised Circular Economy Action Plans are under periodic review by NITI Aayog.
